Problem with Novarossi 21-4C

Please help! I am having problems with the Novarossi 21-4c. It's very hard to adjust the needles. :confused::eek:

Do you mean there just to hard to turn or is it there to hard to get them in the right position for the Tune. I run a Toro nero and the needles in this engine were really stiff at first......William...

The needles are hard to turn. Im afraid of putting too much preasure and breaking it so i need some help.
