Gas, air, and ignition makes em go. Is it getting fuel? How about a weak or bad glow igniter? Good luck.

Pull the glow plug, check if it glows in your igniter. With the glow plug out turn the engine over, does fuel come out of the head. If not move to the carb, pull the air filter, blow air into the fuel line attached to your pipe. Does the carb have fuel in it. This should get you somewhere. If the carb has fuel, check the idle gap to ensure the fuel can get to the crankshaft. If you are getting fuel to the head, try leaning out the low speed needle.

carb does not appear to have any fuel or does not appear to be getting fuel...can there be an air lock in it?

When engines are new, you might have to heat them up to start them for about the first gallon through them, that's what I had to do on mine.

Just make sure you have air, fuel, and a good glow plug, then heat it up to about 200* before you start it everytime. It's much easier on the engine and will give it a longer life.

If the carb is not getting fuel, then you either a blocked fuel filter, pinched fuel line, or a crack in the fuel tank. Pull the fuel line off the carb and blow into the other line from the muffler. It should come flying out. Do not direct it towards your face.

It is also possible that fuel oil or a foreign subsatnce has blocked the needle valve. I have seen instances where the castor oil from some fuels has congelled in the carb like vasoline and won't let the fuel through.
1) If you don't have a starting setting in the instructions close the high speed needle counting the number of turns until it starts to stop turning (do not force it tight). This is your starting setting.
2) Now unscrew the needle and remove it from the carburetor and open the carburetor placing your finger over the opening where you removed the neddle.
3) Blow in the pressure line and fuel from the tank should rush up to the carburetor and through the spray bar.
4) Close the carburetor and remove your finger from the needle valve body and blow again aiming the opening away from your face. Fuel should shot out.
5) Replace the needle valve with the starting setting from step 1.
6) Remove the glow plug from the engine and put a rag over the open hole in the center of the head and turn the engine over for 5 seconds to clear the fuel inside the engine.
7) Replace the glow plug and try staring.

As the other guys have pointed out if you have fuel, air, compression, and ignition the engine will fire. Good luck.
